ADA Title II · HHS Section 504 · WCAG 2.1 AA

Fix what the law requires. Keep what it doesn’t.

Your website probably links hundreds of PDFs. The Title II rule doesn’t make you fix all of them — only the ones people still use. FixList inventories every document on your site and sorts each one into Fix, Decide, Retire, or Keep, so your remediation budget goes where the rule actually reaches.

About a minute. No sign-up. We read public pages only and respect robots.txt.

How the triage works

One sentence in the rule decides most of your budget.

Preexisting documents are excepted — unless they are “currently used to apply for, gain access to, or participate in” the government’s services, programs, or activities.Paraphrasing 28 CFR 35.201(b), ADA Title II web rule
Fix

People use it now

Files people use right now to apply, register, pay, bid, or show up: forms, current agendas, schedules, program guides. These must meet WCAG 2.1 AA by your date.

  • Forms, applications, permits, registrations
  • This year's agendas, hearing notices, ballots
  • Open bids and solicitations
  • Current fee schedules, calendars, maps, guides
  • Scanned images are flagged for a rebuild

Decide

The signals are unclear

The name and link text don't say enough. Someone who knows the program picks Fix, Keep, or Retire in a minute.

Retire

Expired, superseded, or broken

Closed bids, past events, superseded schedules, broken links. Taking them down costs nothing and removes risk.

Keep as-is

A record, not a service

Historical records nobody uses to reach a service. Leave them unchanged — ideally in a clearly labeled archive — and provide an accessible copy on request.

Questions

What coordinators ask first.

Is this legal advice?

No. FixList is a technical inventory. Every verdict is a candidate with the reason written next to it, so your ADA coordinator or attorney can confirm or overrule it quickly.

Can we really leave old PDFs alone?

Documents posted before your compliance date don’t have to meet WCAG 2.1 AA unless they are currently used to apply for, access, or take part in your services, programs, or activities. Archived content has its own four-part test: created before the date, kept only for reference, stored in a clearly marked archive area, and not changed since.

If someone asks for an accessible version of an excepted file, you still have to provide one. See the Justice Department’s summary of the rule.

Didn't the deadline move?

Yes. On April 20, 2026 the Justice Department pushed each date back one year: April 26, 2027 for governments serving 50,000 or more people, and April 26, 2028 for smaller governments and special districts. HHS moved its Section 504 dates the same way. DOJ said it fully expects to implement the rule at the new dates, and the file backlog on most sites takes months to work through.

We receive HHS funding. Does this apply to us?

HHS’s Section 504 rule uses the same WCAG 2.1 AA standard and the same kinds of exceptions (45 CFR 84.85), with compliance dates of May 11, 2027 for recipients with 15 or more employees and May 10, 2028 for smaller ones. The triage works the same way.

Do you install a widget or overlay?

No. Nothing is installed on your site and we never need a login. Overlays can’t fix documents anyway — the work is in the files.

How does the crawler behave on our server?

It identifies itself as FixListBot, follows your robots.txt, spaces out its requests, reads public pages only, and never submits forms. A full crawl of a large site runs over a few hours rather than all at once.

What exactly do we get?

A printable report, a spreadsheet of every document (verdict, reason, year, type, tags, page count, and the pages that link to it), and a 30-minute walkthrough — within 3 business days of your order.
